I think i can port the rom and flash it with locked bootloader.
I have success flashing 3 diferent SYSTEM.IMG in my redmi Note 3 pro with locked bootloader.
I just need SYSTEM.IMG, not the totaly rom

Since today, there is an official multilanguage ROM for the RN3P available at en.miui.com

But no German available. You can see if your language is available in some Screenshots made by users who have flashed it yet.

second, update to global developer, then unlock for 30 sec, then flash twrp and this rom

No, but after flash developer rom, unlock in 30 sec, with new unlocker tool, provided from xiaomi

1 - Instal PC Suite (EN) and Run it
2 - connect the phone and enable USB debug.
3 - connect the phone to PC and see if Global rom is ready to upgrade your phone.
