I had the same issue, but my mistake was to wipe /data/media instead of /data in TWRP. Have you wiped /data after installing the ROM?

OMG seems like this was it, you are an absolume genius, I owe you a lot man !
As you said, deleted manually the whole content of /data and it booted right up to the MIUI splashscreen ! You're the best !

This is happening to me since android 10 update, i have to toggle media off and on to get sound, i have mazda car. There's an app called auto Bluetooth connect that can help sometimes
This even happens on global stable rom, so its bug from xiaomi side

Did you try disabling all dual apps?

I already disabled all dual apps but now I found out that I had still configured dual apps account. After deleting this account in dual apps settings my mi 9t rebooted and now it looks like functionality is fine again.
No more suddenly stopping of apps and access to internal memory seems to work.
