I haven't made a single modification to my phone apart from installing this ROM.What I would do in your situation is consider two options:
1. Revert to a backup where you know that it works correctly, and slowly move towards the current version which you know has the problem. That way you should be able to isolate what is causing the problem.
2. Make a complete nandroid backup first, and back it up to your pc, so that you can always go back to it.
Install that latest ROM, without any plugins or modifications, and then do a factory reset. That should get your phone working properly again if it is a software issue.
Slowly apply your modifications until you come across that one that causes the problem. Having isolated it, you can then find a way to deal with it.
As the situation is unique to yourself, then it will be your phone - either your hardware or your software - where the problem lies.

The situation is also not peculiar to my phone, it has affected a lot (if not every) of Redmi 9T/Note 4G running this ROMs (21.6-21.9) A few users have with same phone model have made complaints too.

Looks like the app is not installed properly, it's a configuration issue, not much we can do about it, you'll need to either force it to reinstall completely somehow, or a factory reset.The same with my Mi11

It's not that they are being abandoned, they just don't have enough space to fit all of current MIUI apps, so we have to move them around where they can fit...it looks like mi9t pro @ k20pro started to be abandoned...updates keeps delayed every weeks, security updates havent been updatedbfor months...

No issues here...There are many bugs for MI 9 in the update, the Messages application is constantly crashing.

Battery drain/alarm wakelock is also gone, which showed up on previous release.
