I don't know why it works for me and for you not. if i try to update meteo infos using wifi works fine. But now i'm downgrading to 19.10 release for the telegram notification issue

download again the 19.10 release and wipe dalvik/cache and install it via recovery

I have a mix. the weather application does not update. says it's impossible to connect to the network. is a server issue or a bug?

Seems like a server issue. I'm having the same issue on my Mix 2 on the global stable ROM.

exactly. using the twrp recovery. it' just like installing normally a rom

Installations via Updater app also redirected to TWRP recovery.

Make backup in TWRP recovery and then you can try dirty flash changeover without any risk

Then you should also add the BL file to HM3/ido. This device has got the issue with reboot to recovery, too (since 7.3.9).
I solved it for my ido by following @Soebianto's guide and flashed the 'emmc_appsboot.mbn' file manually:

It relocked my BL, but I successfully unlocked it by newest Mi Unlocktool.

I get only one sound for WhatsApp but when I get more messages than one it doesn't make any sound. So it only does one sound for the whole app notifications. Also Mi5S.
