That's a long time ago, they did it already in 8.1.4

they did not do anything. I have 8.1.18. the notification is no longer double but disappears at the second message and reappears at the third and so on.

the problem of the notification that disappears has been solved?

Notification issue fixed for 3rd party apps like Viber, WhatsApp, Telegram. Tested on Mi5. So no more disappearing notification at least on Mi5 for sure:

Quick charge doesn't work with usb 3.0 cable. My two (nillkin usb 3.0 elite cables) worked before in my old mi 5 plus phone. Ampere gives +3000mA in old set up. Now it gives below 300mA in new phone mi mix 2. Same in previous oreo update. Battery is 50% charged when I tested.
Stock cable (usb 2.0 I assume) gives full chaging speed +3000mA.
Booted the phone with charging on , does not do the trick.
edit. Have you tested with 3.0 cables (blue connector)?

Installed update on my Mi 5X and after reboot all the apps are crashing. This was an issue with the previous update also. A full wipe and reinstall fixes the issue, but I don't want to reinstall from zero again. Any possible solutions?

Flashable Zips to fix & replace xiaomi.eu (China ROM) notification system to Global ROM notification style can be downloaded from these links below (folder 'MiuiSystemUI').

The Uninstaller Zip file works on all devices (It only restores back the original files that was backed up when you flash the MiuiSystemUI installer zip file).
