I cant boot in to recovery mode dude. Help pls!
I turned off my device than pressing the volume up and power button but its bootlooping.

What have you done? Are you running custom rom, or are you trying to?
I would just try reflashing TWRP, it will not delete anything...... Really easy and the first thing i would do if my recovery is not working

Who me? Im using miui 10 / 9.2.2.1 and im tryn to update my device to 9.3.14

I just meant whether you are running a custom recovery or custom rom, or you are still running stock.....
Have you tried installing TWRP again? (which also has to be updated from time to time to be compatible to the newest roms)

I have no Mi 8SE and no experience with this device.
But I can remember that I have read about different TWRP Versions. Some versions are working but one version makes problems.

As first step I would retry to reflash TWRP in ADB mode.
Edit: Ohh.. @EnormoDerClown had answered in the meantime and same idea with reflashing TWRP

It lets an app use the screen fully particularly for phones with display notches
Btw when i press the volume down and power button " FastBoot" screen appears. I dont know what is that mean. But maybe we can solve the problem with this.

Dude but when i bougth this phone i take 2 beta uodates with normaly system update app. Why i cant update now like this?

It would be better than if you first would read instructions/how to´s how to use/install custom roms or recovery and such. You risk bricking your device if you have no idea what you are doing. If it was a friend of yours i would aks him doing it again and maybe showing it to you.
In general what you have to do now is booting in adb mode, than flash the corresponding twrp via cmd to your phone via fastboot flash recovery [PATH TO THE IMAGE FILE YOU DOWNLOADED]
You also need drivers and sources for adb and such on your pc. I would really suggest asking the person who did this the for you and learn from him
Becaus -as i mentioned- twrp sometimes also have to be updated.....

You'll probably have to use v15 google play services, magisk 18.2 and permit google pay from updating

Good, so I would just follow what @EnormoDerClown said. Reflash TWRP with latest one, cause in some cases such update is necessary to move forward with updates.

Go to TWRP -> Advanced -> File Manager. Browse to /data/system/ and delete the package_cache folder, then reboot.
Yep, but we can't use the old one forever, have to evolve.
You enable it from Contacts settings, then each time you tap a number in your call log, instead of dialing it immediately, it will show a dialog to confirm that you intended to dial and that it wasn't just a mis-tap.
