It has been trying to encrypt all night, but hasn't do it yet(used only 11/64 gb)
It's bug or I do something wrong? (installed twrp and magisk, but I don't think it's a problem)

You need to encrypt in office rom.
Then install xiaomi.eu rom over it, without wiping data.
After installing you need a modified fstab.qcom file copied to system/vendor/etc

Then you can have encryption working.
Note that each time you install a version, you have to copy the file again.

Ok...
Make sure you phone is unlocked.
First you need to install official xiaomi rim from xiaomi, not xiaomi.eu.
After that, make the encryption.
After encryption is done,
Download Xiaomi.eu rom, latest TWRP.
Install TWRP, via fastboot.
Reboot to TWRP after installing, otherwise you will go back to official recovery.
In TWRP, install the rom from xiaomi.eu.
After it finishes, go-to mount and mount system folder
Then you will have access to system folder and subfolders.
Start file manager in TWRP (under advanced menu)
Go to /system/vendor/etc
Copy fstab.qcom to your PC.
Edit the fstab.qcom file and change encryptable=ice to fileencryption=ice
Copy the modified file to you phone.
From file manager in the phone copy the modified fstab.qcom file to /system/vendor/etc

Then reboot..
Should work...

If I try to recover data in twrp from mi 8 without encryption in mi 8 with encryption, i get bootloop, it's problem with my backup or something else?

It is because you may be using the modified fstab.qcok file for encryption enabled.
