Just have Fastboot

Hi,
I am new here and with xiaomi (and not so sure it is the good thread)
By the past i have unlocked and flasf differents phones from differents brands
But here i am blocked.

I have a Mi8, waited to unlocked it and did it
install adb, twrp and miui v10 dipper
after 1 hour the phone was always in boot
I have tried to reflash but same problem
And then under TWRP i wiped all
Now my phone only boot in fast boot
But i don't know how to reinstall twrp and a rom (global 9.5.13) with fastboot
Need help please

for others who have the same problem

to wipe i have used the command : fastboot -w
and then reflash twrp : fastboot flash boot twrp.img
reboot my phone under twrp : fastboot twrp.img
then my phone is recognize by the computer
i copy my new rom.zip
and install it
2 minutes to boot

and then reflash twrp : fastboot flash boot twrp.img
reboot my phone under twrp : fastboot twrp.img

Do not flash TWRP to boot partition, it goes to recovery ("fastboot flash recovery twrp.img").

Second command for boot TWRP image is "fastboot boot twrp.img".
