New Language Issue

Dear Guys,
I have this wiered Language issue with this ROM, Whenever I Installed New Themes, Although I have Selected English (United States) as the Primary Language of My Phone, specifically in the Lock Screen (of most of the Themes), I see that For example the Date is Shown in Chinese Language, or in Iphone Themes (in the Unlock Scroll), instead of English Characters, I see Chinese Language. Is there a Way to Fix this, Or it's because the Developers of the Themes are chinese, English Language Will not Apply on them?

You have to translate the themes or there is a setting.

Thanks Dude For Such Quick Response, Sorry to be a little Dumb, But Can you please Tell Me How Can I translate the theme? Or where can I Find the Setting? As Far As I saw, I could just Apply the theme, I couldn't Find any Setting or a place to translate it ... Thanks in advance ...
