New [SGS2-I9100][2.6.15 & 2.6.16] com.android.phone stopped

each time i select settings - about phone - status my screen keeps going white then black then this message "the process com.android.phone stopped" each time.

re-flashed several times, factory resets, cleared all cache within clockwork. delvik / other cache / full wipes..

any ideas or genuine bug?

I have exactly the same problem. For me it started when i moved from GB to ICS. I'm currently on 2.6.15 on an SGS2
