Traffic monitor reporting even though disabled

I have an interesting issue that crops up sometimes with the traffic monitor. The traffic monitor will put an alert in the notifications pull-down saying "Mobile internet traffic limit exceeded by XXXKB" every so often.

This really isn't a problem since I am on an unlimited plan, but the traffic monitor is disabled and shouldn't be reporting anything. Anyone else experience this and know of a way to completely disable the monitor?

I have tried freezing the app in Titanium, I am just hoping it doesn't mess anything else up in doing so.
