ADB metod? ADB command can't be applied to a device in FASTBOOT mode, or no?

adb command use flash rom or image from PC to Fastboot mode on your device.

I solve this problem by
1. Flash twrp 2.8.6. by adb and fastboot
2. Re-install rom 6.3.3 latest update (After install rom TWRP display version 3.0 but it incomplete
- Display my device not have OS : In fact my device have OS
- Display internal storage empty data : In fact my device have data.
3. Re Flash twrp 2.8.6 again
4. Reboot to system my device can use normally

You have a locked bootloader, check the Warning in my guide.

This may happen if you killed the app off. Just launch it again and push notifications should be working.
