Install GAPPS to replace original xiaomi dialer and contacts

Could the gapps be installed using twrp recovery to replace the dialer and contacts with the google in the xiaomi.eu rom?.

What? If you are using xiaomi.eu ROM then it is nonsense. "GAPPS" are part of xiaomi.eu ROM.
If you want to use the Google Contacts/Phone app, please install it from GPlay and set it as your default app. You will lose automatic call recording.
