Why Is Documents App Constantly Disabled? And Can We Enable It Permanently?

Well the thread title mostly says it all. The documents app is disabled on all ROMs, china dev, and xiaomi.eu (I have a Redmi4Pro) and you need to enable it each time you need to use it because then it will redisable itself on boot.

It is in charge of granting usage access to external storage, so it is really important if you have a phone with SDcard.

Is there a way to enable it permanently? If Xiaomi doesnt adress this issue, and the arent, why doesnt Xiaomi.eu adress it? It doesn't seem too hard.

Just disable an "Optimize MIUI interface" option in Developers menu and reboot your device to make "Documents" app enabled permanently.

Does someone know what that actually does apart from enabling the documents app permanently?
