quite sure cause xiaomi advertises red rice with miui 4.2, so i guess when they will release it (1\2 weeks) a 4.2 miui will be available for all xiaomi devices

No actually it can't because linux kernel is GPL license.
So the have to open source the kernel.
But they don't, and we can't do anything about that.
Maybe a petition or a digital riot, but you need people for that.
The international users are maybe not enough and those Chinese users don't care that much about it.

Xiaomi own's this repository but I have full access, too.

Vendor Camera apps normally need changes to native part of android framework/HAL.
