I have tried this already at first. No luck...

My phone doesn't arrive at the point where i can do that! The setup process for MIUI9 is interrupted before the WiFi setup...
Which version of TWRP did you use?? I have tried 3 different versions;
1 https://dl.twrp.me/scorpio/ the official one as mentioned by @NeoMod
2 the one from treble (v2) that @Alexionis mentioned and
3 the version from PsiMan.
I tried to flash back to the eu 8.3.8. image but that also failed. It seems it's not even system dependant so no use waiting for friday.
I'm starting to become a little despondent...:(

Hi, I had the same problem as you...
This is what I did...
Hopefully your bootloader is already unlocked.

I downloaded the Official China Stable fastboot version of my phone (Mi 6).
I flashed this with MiFlash.

First boot... No device is locked!
I installed the phone quickly because it was a chinese bloatware rom. ;)

Next I flashed twrp in fastboot mode.
Booted in TWRP, Format data & copy the Xiaomi.EU version to internal storage.
After installing this rom in TWRP it booted with "Device is locked..." f**k suck........

But now I was able to fill in the wifi password!
With a wifi connection you just have to type your password of your Mi account and all problems are gone!
Hope it will work for you! :)

Thank you for your reply fryeBE. I have read it after i found my own solution.
Here's what i did;
Just like you i flashed the official version; scorpio_images_8.3.15_20180315.0000.00_7.0_cn.
Flashed with ./flash_all.sh for a complete flash of the whole memory of the phone.
After flashing everything (including the bootloader!) was in chinese
(LOL ! Could have known that! After all it the folder ended with _cn you dummy!!
;)
Then in Fastboot i have installed an old version of TWRP 3.0.?
With TWRP i have installed an old rom xiaomi.eu_multi_MINote2_7.3.2_v8-6.0
That version booted OK and i could finish the setup completely! :)
Then again with Fastboot i have installed the new twrp-3.2.1-0-scorpio official image.
With that bootloader i have installed xiaomi.eu_multi_MINote2_8.3.8_v9-7.0 (Oreo)
TWRP 3.2.1 didn't even start with the encryption/password screen!!o_O
Now rolling back the backup and put the (> 100) apps back to ther "own" screens.

can also tell you step-by-step how you installed it, so that other people can install it without any problems.

Same as the list already written up by Alexionis. I already had TWRP latest version and followed RFontes suggestion in post #18, but did not need a factory reset. I never encountered the problems some of the guys here faced.

Oreo got me to turn back on the "Find my device" settings at the first setup in my Mi account.

Yes it is for Xiaomi Mi Note2.
Do the wipes and then restart in recovery.
Then install the Oreo eu rom zip firmware.
