Every time when I check its told me that I have a last version and no any updates,is it normal?

What ROM version do you have? Stable-ROM updates normally every 2 months and the weekly Beta-ROM updates every week on fridays.

The latest stable xiaomi.eu release for Mi Pad 4 / plus released january 15 (MIUIv10.2), so you should expect an update late march/early april.
