Don't know what that is.

Its not MIUI v4 (4.2), as its build prop is

ro.build.version.release=4.1.1
ro.build.date=Fri Nov 30 13:55:49 CST 2012

but it was built yesterday so who knows.

Yeh but its out since November 30. you can download it from above links.
its Stable 5 release not the development version.

Will the phone still be rooted or not? Do you see any differences between the developer Rom and the stable Rom?

Sent from my MI 2 using Tapatalk 2

No its not Rooted but it can be , Stable is like a monthly or bi-weekly Rom as compare to Developer and a bit more stable than developer. I didnt find any significant difference in JLB 5.0 and 2.11.30 version

its still not 100% translated.. i got Chinese writing in the white balance camera menu, Chinese writing in the sogou keyboard even when English is selected , the weather is only supporting mainland China .. overall is a good rom but its still not translated fully
