Actually solution is little bit easier.. just disable Settings - Display - Prevent misuse and reboot phone..

(reinstall phone.apk solved the problem only for a while and problem occurred again)

Nope MI2S.
I found out that FC were asa result of restoring system backup.from 3.6.7. Did a full wipe and things are.going smooth for now. The messaging issue is gone too.
Also restoring the google account is buggy too, won't recognize my purchases after restore and I have to manually remove and add it back again.
