[mi-4c] Slow Download Speed Rom 5.11.5 Browser And Playstore

To sum it, if you try to download something, let's say the ubuntu image, the download speed is somehow capped @ max 500KB/s. Same issue with play store...
We recently discovered that with another browser (dolphin that has an internal download manager) the problem is gone for what concerns the downloads from the browser, still playstore is limited.

Related to only the Mi4C ... others device doesn't suffer of this issue
